Solar Panels and Planning Permission in Rugby: Where Rugby Borough Council Stands

Planning for solar in Rugby is handled by Rugby Borough Council, and for most homes the news is simple: a roof-mounted array is permitted development, so no planning application is needed. The national rules still apply — panels must sit no more than 200mm proud of the roof slope and must not rise above the highest part of the roof (excluding the chimney) — and every system we design for Rugby homes stays comfortably inside those limits.

The exception worth knowing about: Rugby borough has 19 conservation areas, including Rugby Town Centre, Rugby School, Bilton Road, the historic core of Dunchurch village and the combined Clifton Road, Hillmorton Road and Whitehall Road area. Roof-mounted panels usually remain permitted development even inside a conservation area, but wall-mounted panels facing a highway do not — and the council can vary these rights, so it pays to check before scaffolding goes up. If your home is listed — and the Dunchurch area alone has dozens of entries, from the 12th-century Grade II* St Peter's Church to the Grade II* Bilton Grange — listed building consent is always required, whatever the panels' position.

• Victorian and Edwardian terraces — Bilton Road, Clifton Road, New Bilton. The streets near the station and town centre grew with Rugby's railway junction and engineering works, while New Bilton's terraces were built for workers at the town's cement and brick works — and these steeper-pitched slate roofs often carry panels well. Slate needs careful handling, though, and the terraced streets run at varying angles — one road's rear roofs face south-east, the next south-west — so output estimates genuinely differ house to house. Houlton is the standout: around 6,200 homes rising on the former Rugby Radio Station site, which transmitted to the world from 1926. Rugby Is Backing Solar — and We're Just Up the A5

Rugby is putting real weight behind renewables. Rugby Borough Council declared a climate emergency in July 2019 and has adopted a strategy to reach net-zero emissions by 2030, alongside a commitment to lead the wider borough's transition. The council is approving generation on the ground too: in April 2026 it granted permission for Enviromena's 16MW solar farm on land off Coal Pit Lane, enough clean generation for roughly 7,790 homes a year. Practical grid matters are straightforward here as well.
