Planning Permission for Solar in Birmingham: Conservation Areas to Check First

For the large majority of Birmingham homes, roof-mounted solar panels fall under permitted development, so no planning application to Birmingham City Council is needed. The exceptions are worth knowing about before you book anything, because Birmingham has 29 designated conservation areas — more than most UK cities — and several of them sit exactly where we do a lot of our surveying.

Moseley, Edgbaston, Bournville Village and Moor Pool in Harborne are all covered by Article 4 Directions, which strip back permitted development rights: external alterations that would be automatic elsewhere in the city, including panels on a street-facing roof slope, can need planning permission from the council first. If your home is a listed building — or sits within the grounds of one — you'll need listed building consent on top.

Bournville adds a layer that catches people out: the Bournville Village Trust runs its own Estate Design Guide across the estate, so residents (owners as well as tenants) need Trust permission for exterior alterations, including solar panels, separately from any council process. The good news is the Trust reviewed its Design Guide in 2021 to allow more freedom for sensitively installed solar, and it has been running a trial welcoming applications even where panels are visible from public spaces, assessed case by case by zone.

None of this rules solar out — it usually just shapes the design.
