Solar Panels and Planning Permission in Leicester: Conservation Areas Explained
For most Leicester homes, roof-mounted solar is permitted development — no planning application needed — as long as the panels project no more than 200mm from the roof slope and don't sit higher than the highest part of the roof (excluding the chimney). Leicester City Council, the city's planning authority, recommends a lawful development certificate if you want that confirmed in writing before work starts.
The exception is Leicester's 25 conservation areas, and several of them sit squarely in the neighbourhoods where we're asked to quote most often:
- New Walk — designated in 1969 and the second-largest conservation area in the city, taking in Upper New Walk and much of Regent Road and Princess Road.
- Stoneygate — designated in 1978, and its boundary extends into the eastern side of neighbouring Clarendon Park.
- Knighton — which also covers the southernmost edge of Clarendon Park.
In Leicester's conservation areas, planning permission is required for wall-mounted panels fitted to a front or side wall that is visible from the highway (Leicester City Council guidance). Panels on a roof slope generally remain permitted development even in a conservation area, provided they meet the standard 200mm/highest-point limits — unless an Article 4 direction has removed those rights on your street. Listed buildings need listed building consent for solar in every case, regardless of where the panels face.
In practice this rules out far fewer installations than people fear. Most Stoneygate and Clarendon Park properties have generous rear roof slopes that aren't visible from the road, where permitted development usually still applies. Which Leicester Suburbs Suit Solar Best? A Postcode-by-Postcode View
Around three in ten of Leicester's homes are terraced (29.2% — 37,181 households), and more than a third (36.4%) are semi-detached (2021 Census accommodation-type data, Leicester Open Data) — together, semis and terraces make up two-thirds of the city's stock, and the right system design varies street by street. Here's how we approach the city's main residential areas:
- LE2 — Clarendon Park, Stoneygate, Knighton, Aylestone. Victorian red-brick terraces and villas with slate roofs around Queens Road and Victoria Park; inter-war and post-war semis further out in Knighton and Aylestone. Terrace installs here are usually rear-pitch designs with scaffold access from the back entry; chimney positions need mapping for shading. The semis' hipped roofs often take a clean 8–12 panel array.
- LE3 — Westcotes and Braunstone. Dense Victorian terraces in the West End; Braunstone's inter-war estate semis have simpler roof lines and typically make easy, quick installations.
- LE4 — Belgrave, Rushey Mead, Beaumont Leys. Belgrave's Victorian terraces behind the Golden Mile suit compact high-output arrays; Beaumont Leys' late-20th-century stock has modern trussed roofs with straightforward fixings.
- LE5 — Evington, Humberstone, Hamilton. Hamilton is one of the city's newest suburbs — major phases were consented by the council as recently as 2012–2014 — so roofs there are modern, structurally simple and the fastest installs we do in Leicester.
Orientation matters less than many Leicester homeowners assume. Plenty of the city's terraced streets run north–south, leaving east- and west-facing roof pitches. A split east–west array typically generates around 15–20% less over the year than an equivalent due-south roof — but it spreads output across morning and evening, which pairs well with battery storage and how most working households actually use electricity. On smaller terrace roofs we specify higher-wattage panels to make the limited area count. Ask us what your street's roofs can realistically produce — we'll give you figures, not guesses.
Leicester's Net Zero Push, Local Schemes, and Our Under-an-Hour Advantage
Leicester takes solar seriously at civic level. The city council declared a climate emergency in February 2019 and adopted its updated Climate Ready Leicester Plan in September 2024. Under a £24m Salix-funded decarbonisation programme announced in late 2021, around 2,800 solar panels were lined up across some 60 council buildings — leisure centres, libraries, community centres, offices and schools among them. If you've noticed panels appearing on public buildings around the city, that's why.
The need is real, too: around 16.2% of Leicester households — roughly 23,100 homes — are in fuel poverty, well above the England average of about 13%, and most of the city's housing stock still sits at EPC band D or below. For some households, help exists: Leicester City Council administers the Warm Homes: Local Grant for eligible lower-income households, and ECO4 supports qualifying homes. Be wary of anyone telling you there's universal "free solar" in Leicester — there isn't; these schemes are eligibility-based. Separately, Solar Together Leicestershire is a group-buying scheme run with iChoosr by Leicestershire's district and borough councils, with Blaby District Council as lead authority. Note that Leicester City Council is not a listed partner, so if you live inside the city boundary check your postcode's eligibility when a round opens — the 2024 round is closed to registrations, with future rounds opening periodically.
