Solar Panels and Planning Permission in Walsall: What the Council's Rules Actually Say

For most Walsall homes, roof-mounted solar is classed as permitted development in England — no planning application needed, provided the panels don't project more than 200mm beyond the roof slope or rise above the ridge line. Walsall Council is the planning authority here, and its rules only start to bite in specific places.

The borough has 18 designated conservation areas, including Church Hill, Bridge Street and Bradford Street around the town centre, Caldmore Green, Highgate, and Elmore Green up in Bloxwich. If you live in one, roof-mounted panels can usually still go ahead under permitted development — but wall-mounted panels facing a highway need planning permission, and listed buildings always require listed building consent before anything is fixed to the fabric. Walsall Council also maintains Article 4 directions on certain buildings and areas, which can remove permitted development rights that would otherwise apply, so it's worth a check before you commit to a design.

Which Walsall Roofs Suit Solar? The Borough's Housing, Suburb by Suburb

Walsall's housing is a direct product of its leather-trade and Black Country industrial history, and roof type changes noticeably as you move across the borough. That matters, because array size, mounting and scaffolding are all decided by the roof you actually have.

Orientation matters more than altitude: an east- or west-facing pitch typically produces around 15–20% less than a south-facing one, but with current system prices that difference rarely breaks the economics — payback on a typical installation still lands in the 6–9 year range.

Energy performance is the other half of the picture. Walsall homes average an EPC score of around 66 — band D — against a median of 69 for England, with only around 45% of the borough's certificated homes rated C or above. That's a lot of older housing with headroom to improve, and a properly sized solar array is one of the more effective single upgrades for lifting an EPC rating on exactly this kind of stock.

Walsall Is Already Going Solar — Where a Private Install Fits, and Why 19.6 Miles Matters

Solar is no novelty in this borough. Dudley Fields in Bloxwich was selected as one of the West Midlands' first Net Zero Neighbourhoods, with around 160 homes receiving green upgrades — including 85 whg housing-association homes across five roads, Central Drive and Coalway Road among them, being fitted with external wall insulation, solar panels and air source heat pumps. Funding comes from the Bloxwich Town Deal, ECO4 and the West Midlands Combined Authority's Net Zero Neighbourhoods programme, alongside a £2.1 million investment from whg. Separately, whg and E.ON began upgrading 250 homes across Walsall in November 2024 with insulation and solar, with E.ON estimating that tenants who receive panels save around £500 a year — and whg had already fitted PV to twelve low-rise blocks of flats in Streetly and Pheasey before that. The backdrop to all of it is the WMCA's regional target of net zero by 2041.

Be clear-eyed about what those schemes are, though: they cover social housing and specific funded streets, and ECO4 support depends on eligibility — there is no universal free-solar scheme for Walsall owner-occupiers. If you own your home, a private installation is the realistic route, and the numbers currently work in your favour: 0% VAT applies to domestic solar and battery installations until 31 March 2027 (rising to 5% after that), with typical payback in six to nine years.
